Action Safety successfully completed the installation and commissioning of an overhead fall-arrest system for Singapore Aero Engine Services Private Limited (SAESL) facility in Singapore.

The system was installed to provide continuous fall protection for personnel accessing an elevated maintenance area using approved access equipment.

Personnel were required to use access equipment to reach an elevated maintenance area. A suitable overhead fall-arrest arrangement was therefore required to protect the user while climbing, working at height and returning safely to floor level.

The solution needed to provide:

• A secure overhead anchorage point
• Connection to the fall-arrest system before climbing
• Minimal free-fall distance
• Smooth lifeline extraction and retraction
• Immediate locking in the event of a fall
• A clear and unobstructed lifeline path
• Compatibility with a full-body fall-arrest harness
• Safe access without interfering with the surrounding equipment

Action Safety supplied and installed a complete single-user overhead fall-arrest system comprising:

• 3M™ Protecta® fixed concrete anchor point
• 3M™ Protecta® 3m overhead self-retracting lifeline
• Approved locking connector
• Non-load-bearing retrieval tag line for connection at floor level
• System identification and inspection labelling

The anchor point was installed into the reinforced-concrete ceiling using an approved concrete-fixing system. The SRL was positioned directly above the access area to reduce swing-fall exposure and provide a clear vertical lifeline path.

Action Safety’s scope included:

• Site inspection and assessment
• Preparation of the Risk Assessment and Method Statement
• Verification of the proposed anchor location
• Scanning of the concrete ceiling before drilling
• Installation of the approved concrete fixing
• Installation of the 3M Protecta fixed anchor point
• Installation of the overhead SRL and locking connector
• Inspection and functional testing
• System labelling and equipment recording
• User briefing and demonstration
• Submission of installation and inspection documentation
• Final handover

The work was completed under controlled conditions with appropriate safety measures, including:

• Approved access equipment
• Work-at-height supervision
• Barricading and an exclusion zone
• Concrete scanning before drilling
• Dust extraction during overhead drilling
• Controlled installation and curing of the concrete fixing
• Verification of fixing torque
• Inspection of the anchor, connector and SRL
• Site-specific emergency and rescue planning

• Before climbing, the user retrieves the SRL connector using the approved tag line and connects it to the dorsal fall-arrest D-ring of the full-body harness while standing safely at floor level.

The SRL remains connected while the user climbs and carries out the required activity. After returning to floor level, the user disconnects and allows the lifeline to retract in a controlled manner.

The installed system is intended for one user and must be operated within the rated capacity and limitations specified by the equipment manufacturer.

The completed installation provides FRISCO and SAESL personnel with a dedicated overhead anchorage and fall-arrest solution for elevated maintenance access.

The system was inspected, commissioned and handed over with the required safety documentation and user guidance.
